4月24日，江苏省铁路办一举发布了事关宁淮高速铁路前期工作的11个招标公告，涉及环评、稳评、公路立交安全性评估等。据招标公告，这些前期工作将于2019年5月底前全部完成，为项目在“十三五”内尽早开工做好准备。作为“南京1.5小时高铁圈”的节点工程和最后一个工程，宁淮铁路建成后，不仅将实现南京、淮安间1小时通达，还将最终实现南京至12个设区市1.5小时互通，对提升南京首位度和中心地位将发挥不可或缺的关键作用。
On April 24, Jiangsu Provincial Railways Office issued 11 tender notices concerning the preliminary work of Nanjing-Huaian high-speed railway, involving environmental assessment, stability assessment and safety assessment of highway interchanges. According to tender notices, the preliminary work will be completed at the end of May in 2019, laying a solid foundation for the project so that it can be started within the period of “13th Five-Year Plan” as soon as possible. Nanjing-Huaian high-speed railway is a node and the last project of “Nanjing 1.5-hour High-Speed Train Circle”. After being finished, not only travelling from Nanjing to Huaian can be achieved with an hour, but also from Nanjing to 12 municipal-level cities can be finally made with 1.5 hours, which will play an irreplaceable role in improving Nanjing’s primacy ratio and central position.
根据江苏十三五铁路规划，宁淮铁路起于淮安，向南经洪泽、金湖、安徽天长、南京六合区至南京北站，并进一步向南延伸，通过上元门过江隧道接入南京站。线路正线全长约203公里，其中江苏省境内线路长约163公里，安徽省境内线路长约40公里。推荐设计速度350公里/小时。
According to Jiangsu’s 13th Five Year Railway Plan, the Nanjing-Huainan high-speed railway starts from Huaian, stretching southwards to Nanjingbei station, crossing Hongze, Jinhu, Tianchang (Anhui province), Liuhe district (Nanjing province). And it will continually extended southwards to Nanjing station, through shangyuanmen crossing-river tunnel. The total length of this line is 203 kilometers, of which the part lies within Jiangsu province is about 163 kilometers long and within Anhui province is about 40 kilometers long. And the recommended designed speed of the high-speed train is 350 kilometers per hour.
宁淮铁路是江苏中部的一条重要干线铁路，自2016年在全国两会上被提出之后，就一直受到江苏人的高度关注。这条高铁也是南京“米”字形放射状高铁网的重要组成部分。简单地说，没有宁淮铁路，连云港、宿迁、淮安三市就进不了南京“1.5小时高铁圈”。
Nanjing-Huaian Railway is a vital trunk railway in the central part of Jiangsu Province. Since being proposed on the two meetings in 2016, the railway has attracted lots of attention from Jiangsu people. It is also an important part of Nanjing’s high-speed train network which is in a radiative shape, looking like a Chinese character “米” which means “rice” in English.
宁淮铁路的起点，正位于徐宿淮盐、连淮扬镇两条在建高铁的交汇点上，建成后，南京、淮安之间1小时通达，宿迁、连云港也将通过这条铁路实现1.5小时内到达南京。作为江苏离南京最远的市，连云港未来到南京最快的路径便是经连淮扬镇铁路到淮安，接上宁淮铁路。宁淮铁路建成之时，也即是“南京1.5小时高铁圈”目标达成之时。
The start point of Nanjing-Huaian Railway is located at the overlapping area of two under-construction railways of Xusu-Huaiyan and Lianhuai-Yangzhen Town. When the railway is finished, people will only take an hour to travel from Nanjing to Huaian and people from Suqian and Lianyungang can arrive at Nanjing within 1.5 hours. Lianyuangang is the furthest municipality from Nanjing, Jiangsu province. And in the near future, the most convenient way to Nanjing for people there is to take high-speed train from Lianhuaiyang Town to Huaian, and then take high-speed train from Huaian to Nanjing through Nanjing-Huaian Railway. The minute of Nanjing-Huaian Railway being finished is the time of the goal of making Nanjing a 1.5-hour high-speed train circle being achieved.
