Panama Canal Completes Pedro Miguel Locks Maintenance With Minimal Trade Disruption

The Panama Canal Authority (PCA) successfully finished scheduled maintenance on the west lane of the Pedro Miguel Locks from May 27 to 31, 2025. Thanks to reduced vessel traffic caused by the China-US trade war, the five-day maintenance barely disrupted global shipping, which perfectly matched the PCA’s operational expectations.

The maintenance adopted “dry chamber” operations by fully draining the west lane chamber. Workers replaced apex and lower omega-type seals, repaired worn hinges on gate plates, inspected ball joints, and adjusted the upper gate’s “yoke” anchorage system. A 300-person team split into two 150-person shifts completed the work, which had taken six months of prior planning. During the work, the east lane stayed operational, keeping vessel transit continuous.

Notably, the trade war-led traffic slump minimized maintenance impacts. NETCO analysts reported the highest bid for lock auction slots dropped to $65,000 from $101,000. Southbound vessels waited only 0.4 days and northbound ones 1.2 days, with fewer than 50 vessels expected the next week. Daily available slots were cut to 16, with no bookings for regular vessels, yet no congestion occurred.

Boris Moreno, PCA Operations Vice President, stated the maintenance mattered more as it coincided with the 25th anniversary of Panamanian administration of the canal. Miguel Lorenzo, Infrastructure Vice President, added the PCA invests $501 million yearly in such upkeep covering locks, dams and power systems. Analysts warned, however, that the stability may end if global trade rebounds in late 2025.
