Highest Excellence Like Water: The Granary of Tianfu — Exploring Dujiangyan and the Tale of Li Bing’s Water Control
Li Bing, a hydraulic engineer of the Warring States period, presided over the construction of Dujiangyan, an early irrigation project in China, at the exit of the Minjiang River in Dujiangyan City, Sichuan Province, thus making the Chengdu Plain rich.
The Minjiang River, characterized by its steep banks and rapid currents, flows downstream to Chengdu, carrying a large amount of silt. As it rushes into the flat plain, it causes flooding. However, the eastern part of the plain, with its higher elevation, is inaccessible to the river, leading to droughts. Deeply moved by the suffering of the people, Li Bing initiated several key projects: he blasted through the Yulei Mountain, used a method of fire and water to carve out the Baopingkou (Bottle-Neck Channel), built the Yuzui (Fish-Mouth Dividing Dam), and constructed the Feisha Yan (Flying Sand Weir). These measures effectively resolved the water disasters that had long plagued the Sichuan Basin.

In addition to the Dujiangyan system on the Minjiang River, Li Bing also constructed several other hydraulic projects during his tenure in Shu (Sichuan Basin and its vicinity). In particular, at Gaojing Pass in Luoshui Town, Shifang City, Sichuan Province, he implemented the “Diverting the Luo River and Connecting the Mountains” project to address the flood problems of the Tuojiang River. The Zhuli Huoyan Weir (also known as the Luokou Weir), built as part of this project, together with Dujiangyan, transformed the region into the “Land of Abundance” (Tianfu Region), with thousands of acres of fertile fields. The Minjiang and Tuojiang river systems, once unruly and destructive, were turned into waters that brought prosperity to the Chengdu Plain. They jointly ensured the region’s status as a “granary of the world”, with reliable harvests regardless of droughts or floods.
