印度尼西亚交通运输发展及中印尼合作展望

Transportation Development in Indonesia and Prospects for Sino Indonesian Cooperation

摘要：印度尼西亚是东南亚最大的经济体,具有重要的战略地位和国际影响力。2013年以来,我国已连续9年成为印尼最大的贸易伙伴,连续6年成为印尼最大的产品出口目的地国。特别是,自佐科总统提出“全球海洋支点”构想以来,与我国“一带一路”建设深入对接,一大批中印尼务实合作项目逐渐展开。现着眼于印度尼西亚交通运输发展情况,梳理其交通主管部门组织架构、主要运输方式现状以及交通运输领域的关键政策和战略文件,总结中印尼交通合作成果,从拓展交通基建合作领域、维护海上运输通道安全、推动绿色低碳交通等方面提出中印尼交通合作建议,为加强中印尼交通合作,推动我国交通运输高水平对外开放提供决策参考。

Abstract: Indonesia is the largest economy in Southeast Asia, with important strategic position and international influence. Since 2013, China has been Indonesia’s biggest trading partner for 9 consecutive years and the largest export destination for 6 consecutive years. In particular, since President Joko proposed the concept of “Global Maritime Fulcrum”, a large number of practical cooperation projects between China and Indonesia have been gradually launched in connection with China’s “the Belt and Road” construction. Focusing on the development of transportation in Indonesia, this article reviews the organizational structure of its transportation authorities, the current status of major transportation modes, and key policies and strategic documents in the transportation field. It summarizes the achievements of transportation cooperation between China and Indonesia, and proposes suggestions from expanding transportation infrastructure cooperation areas, maintaining maritime transportation channel safety, and promoting green and low-carbon transportation. This provides decision-making references for strengthening transportation cooperation between China and Indonesia and promoting the high-level opening-up in China’s transportation.
