摘要：中欧班列是国际铁路联运领域的重要创新，也是“一带一路”倡议扎实落地的典范和深化国际合作的重要纽带，历经早期探索与孕育、常态化和规模化发展、整体建设和规范发展、布局转变及发展质量巩固稳定提升几个发展阶段。中欧班列的建设发展开创了国际运输新局面、开辟了铁路改革新路径、开启了内陆开放新篇章，对于提升国际贸易运输体系韧性水平、深化我国铁路行业供给侧结构性改革以及促进亚欧大陆内陆地区更好融入开放型世界经济具有重要意义和价值。在顶层设计和基层探索相结合、开展多层次多方式协调合作、坚持创新驱动和底线思维等方面提供了成功经验，未来，应贯彻新发展理念，聚焦高质量发展；平衡好政府与市场的力量，坚持市场化发展；加强协调与联动，坚持区域协同化发展；统筹发展与安全，坚持通道多元化发展，推动中欧班列朝着更高质量、更好效益、更加安全方向发展。

Abstract: China-Europe Railway Express is an important innovation in the field of international railway interconnection, as well as a model of the solid implementation of the Belt and Road Initiative and an important link to further international cooperation. It has gone through several stages of development, including early exploration and incubation, normalization and large-scale development, overall construction and standardized development, layout transformation and stable improvement of consolidation of development quality. The construction and development of China-Europe Railway Express has created a new situation for international transportation, opened up a new path for railway reform, and started a new chapter in inland opening up, which is of great significance and valuable for improving the resilience level of the international trade transportation system, furthering the supply-side structural reform of China's railway industry, and promoting better integration of the Eurasian continent into the open world economy. The construction and development of China-Europe Railway Express has provided successful experience in combining top-level design and grass-roots exploration, carrying out multi-level and multi-method coordinated cooperation, and adhering to innovation-driven and bottom-line thinking, etc. In the future, we should carry out the new development concept, and focus on high-quality development; balance the power of the government and the market, and adhere to the market-oriented development; strengthen the coordination and linkage, and adhere to the synergistic development of the region; coordinate the development and safety, and adhere to the diversified development of the corridor, so as to promote the China-Europe Railway Express towards the development of higher quality, better efficiency and more safety.
