青海首个公路PPP项目西察高速正式投运

Xicha Expressway Officially Put into Operation
6月10日，中国中铁参与投资建设的青海省第一条PPP高速公路项目西海（海晏）至察汗诺公路（甘子河至天峻南段）正式运营，青海省高速路网再添一条东西向大通道。
Invested and constructed by China Railway, the first PPP expressway project in Qinghai Province, from Qinghai Lake (Haiyan) to Chahannuo Highway (Ganzi River to southern Tianjun County), was officially operated on June 10th, adding another east-west highway to the expressway network of Qinghai Province.
西察高速地处生态较为脆弱的高原高海拔地区，为确保通车目标顺利实现，建设者们需要克服高寒高海拔、高原冻土施工等困难。施工过程中，建设单位始终坚持生态保护优先的理念，进行总体布局和细分策划，以高质量技术工作支撑生态环境保护，为区域内施工生产、交通运输、生态保护等系统有机协调提供了重要借鉴。
The Xicha expressway is located in a high altitude area of the plateau with fragile ecology. To ensure that it can be opened to traffic, the builders need to overcome the difficulties of cold, high altitude and plateau permafrost. During the construction process, the construction unit always adhered to the concept of giving priority to ecological protection, and carried out overall layout and segmented planning. High-quality technical work supported ecological environmental protection, providing an important reference for the organic coordination of construction, production, transportation and ecological protection in the region.
西察高速公路项目兼具干线公路和旅游公路的双重功能，投运后将结束海北州海晏县、刚察县、天峻县不通高速公路的历史，对完善国家高速公路网、促进地方经济和旅游业发展、缓解315国道主干线的交通运输压力具有重要意义。
The Xicha expressway project has the dual functions of trunk highway and tourist highway. After being put into operation, it will make Haiyan County, Gangcha County and Tianjun County of Haibei Tibetan Autonomous Prefecture accessible to expressways. It is of great significance to improve the national expressway network, promote the development of local economy and tourism, and alleviate the transportation pressure of 315 National Highway.
