中国城市老年友好型交通发展的现实问题与路径选择

摘要

Abstract

建设老年友好型交通是积极应对人口老龄化和交通强国国家战略统筹实施的重要交汇点。在全国争创老年友好城市的行动中，有效提升交通适老性是以人民为中心推动城市治理转型的重要内容，事关城市老年群体的社会融人水平和生存质量。然而,当前中国城市交通与老年人交通出行需求与之间不协调、不匹配的矛盾仍然十分突出,普遍存在交通政策与系统、交通环境和设施适老化不足的问题。立足老年友好城市的独特建设场域，遵循老年人交通出行特异性的基本导向，中国可从将积极老龄观与健康老龄化理念贯穿于城市交通治理全过程、加快老年友好型交通政策法规体系建设、统筹实施城市交通适老化转型升级工程、创新运用智能技术改善老年人交通出行体验四个方面入手，全面提升城市交通适老性、系统推进老年友好型交通建设。

Building age-friendly transportation is an important intersection of actively coping with aging and the national strategy of strengthening transportation. In the national campaign of creating age-friendly cities, effectively improving the transportation adaptability for the elderly is an important part of the transformation of people-centered urban governance, which is related to the social integration level and life quality of the urban elderly population. However, at present, the contradiction of dis-coordination and mismatch between urban transportation and the traffic needs of the elderly in China is still very prominent. And there are widespread problems of inadequate adaptability for the elderly in transportation policies and systems, transportation environment and facilities. Based on the unique construction field of age-friendly cities and following the basic guidance of transportation specificity for the elderly, China can start from four aspects: integrating the concept of positive aging and healthy aging into the whole process of urban transportation governance, accelerating the construction of age-friendly transportation policies and regulations, coordinating the implementation of the transformation and upgrading project on adaptability of urban transportation for the elderly, and innovating the application of intelligent technology to improve the transportation experience of the elderly, so as to comprehensively enhance the adaptability of urban transportation for the elderly and systematically promote the construction of age-friendly transportation.
