北京设立首个智能网联汽车政策先行区

新华社北京414日电(郭宇靖、陈艳欣)记者14日从北京经济技术开发区获悉,日前北京市正式批复由北京市经信局和北京经开区联合制定的《北京市智能网联汽车政策先行区总体实施方案》,依托高级别自动驾驶示范区设立北京市智能网联汽车政策先行区。政策先行区实施范围包括亦庄新城225平方公里规划范围,大兴国际机场以及京台高速、京津高速等6条环绕亦庄的高速和城市快速路段。

Beijing, April 14, Xinhua News Agency(Guo Yujing, Chen Yanxin) the reporter learns from Beijing economic and technological development zone that Beijing Municipality recently officially approved the "Overall Implementation Plan of Beijing Intelligent and Connected Vehicle Policy Pilot Zone" jointly formulated by Beijing Economic and Information Technology Bureau and Beijing Economic and Development District, and set up Beijing Intelligent and Connected Vehicle Policy Pilot Zone based on the high-level autonomous driving demonstration area.The implementation scope of the policy pilot zone covers the planned area of 225 square kilometers of Yizhuang New Town, Daxing International Airport, 6 expressways and urban expressways surrounding Yizhuang, including Beijing-Taiwan Expressway and Beijing-Tianjin Expressway.





记者获悉,政策先行区适度超前并系统构建了智能网联汽车道路测试、示范应用、商业运营服务以及路侧基础设施建设运营等政策体系,是全国首个以管理政策创新为核心的先行区。


Reporters were informed that the policy pilot zone is moderately advanced and systematically constructs the policy system of road testing, demonstration application, commercial operation service and roadside infrastructure construction and operation for intelligent connected vehicle. It is the first pilot zone in China that takes management policy innovation as the core.





商业运营服务是政策创新的亮点之一。此次实施方案明确,鼓励经过充分验证的智能网联汽车在政策先行区率先开展试运行和商业运营服务,覆盖自动驾驶出行服务、智能网联公交车、自动驾驶物流车、自主代客泊车等规模化试运行和商业运营服务,企业在商业运营过程中可提供收费服务。


Commercial operation service is one of the highlights of the policy innovation.The implementation plan is clear, encouraging fully verified intelligent connected vehicles in the policy pilot zone to take the lead in carrying out trial operation and commercial operation services which covers  automatic drive,Intelligent connected buses, autonomous driving logistics vehicles, autonomous valet parking and other large-scale trial operation and commercial operation services. Besides, enterprises may provide service for a fee in the course of commercial operation.





同时,方案还允许无人配送车获取路权上路运营。据介绍,政策先行区将制定无人配送车产品应用标准和管理办法,研究适用于无人配送车上路行驶的通行规则和交通管理模式,给予相应路权,建立无人配送车运行安全监管体系。



The plan will also allow autonomous delivery vehicles to operate on the road with the right of way. According to the introduction, the policy pilot zone will formulate application standards and management measures for unmanned delivery vehicles, study out the applicable road rules and traffic management mode to unmanned delivery vehicles on the road, give corresponding right of way, and establish a safety supervision system for the operation of unmanned delivery vehicles.





针对自动驾驶汽车高速公路管理难题,实施方案明确将在北京地区选取6条共143公里高速路,根据具体情况逐步开放,为自动驾驶汽车创造规模化的高速公路测试环境,加快高速公路干线物流等自动驾驶应用场景落地。



In view of the problem of highway management for autonomous driving vehicles, the implementation plan makes clear that six expressways with a total of 143 kilometers in Beijing will be selected and gradually opened according to specific conditions, so as to create a large-scale highway test environment for autonomous driving vehicles and speed up the implementation of autonomous driving application scenarios such as expressway trunk logistics.





截至目前,北京市自动驾驶开放测试道路有200条共计699.58公里,安全测试里程突破268万公里。此次方案发布将有助于探索针对智能网联新技术、新产品、新模式应用推广的创新性监管措施,形成一批有突破、有活力、有实效的制度创新成果。


So far, there are 200 roads opened for test in autonomous driving in Beijing, totally 699.58 kilometers, and the safety test mileage has exceeded 2.68 million kilometers.The release of the plan will help explore innovative regulatory measures for the application and promotion of new technologies, products and models of intelligent network, and produce a number of groundbreaking, dynamic and effective institutional innovations.
