新京报快讯(记者郭超)共享单车运营期间退市,造成用户押金难退,这个问题将有专门的管理办法规制了。今天下午,交通运输部党组书记杨传堂做客央广节目时提出,已经与相关部门制定初步的押金监管办法,将尽快发布实施。

This afternoon, Yang Chuantang, Secretary of the Leading Party Members’ group of Ministry of Transport, put forward as a guest in CNR that we have formulated primary methods of deposit regulation with relevant department and it will be published and implemented as soon as possible.
杨传堂介绍,共享单车去年高速发展,截止到2017年底,已经有77家企业先后进入市场,累计投放单车2300万辆,注册用户达到4亿人次,累计服务170亿人次,日最高使用量达到7000万次,共享单车为绿色出行和解决最后一公里发挥了积极作用。
“Shared bike experienced rapidly growth last year. Be the end of 2017, 77 enterprises have entered the market, with accumulated 23 million bicycle, 400 million registered users. It has been used 17 billion times. The highest use frequency is 70 million a day. Shared bike plays a positive role in green travel and solving the last mile problem.” Yang Chuantang said.
但共享单车快速发展中还存在一些问题,比如车辆乱停、维护管理不到位,企业竞争无序,用户资金安全等问题。去年,有部分企业退出市场,用户资金难退成为热点问题,引起不少争议。
In the fast development of bike-sharing, there are some problems such as disordered parking, insufficiency of maintenance, disordered company competition and security of users’ deposit. Last year, part of enterprise exit market and it is difficult for users to return their deposit, causing lots of argument.
杨传堂说,去年8月,几部委发布的鼓励和规范互联网租赁自行车指导意见中,也提出了一些措施,比如鼓励运营企业采取信用积分免押金提供服务,提供即租即押、即押即退的押金模式等,这些措施主要是防范押金风险,防止形成资金池。“去年出现了一些平台押金难退的问题,交通运输部高度重视,组织做了充分的市场调研,与其它部门已经制定了初步的押金和与服务金的监管办法,会尽快发布实施。”
